Indeed, the Android 2.x Webview cannot play videos. But it can be customized to do so. This
is what is done on Android's browser. 

The Webview calls "onShowCustomView" giving it a video player View that needs to be displayed
by the application outside the Webview.

I worked on this issue and created a version of cordova for Android that can play videos.
You can try a working version in our branch:
