This is more like a "Can't Fix".  This is related to the resource bug in Android 3.x to 4.0.4
where it can't read from a Java Input Stream, which is how the browser accesses the files
bundled in a manifest.

Can you open a new bug for the 2.2 phone? That seems like a separate issue.
