Jesse MacFadyen resolved CB-987.

    Resolution: Not A Problem

If the page location changes, then GapBrowser_Navigating will be called and it will set PageDidChange
to true.

An additional test was added to check if the uri before matches the uri after as well, although
not related to the reported 'issue'
