We are going with the Web Audio API in 2.0, but unfortunately I don't think that will even
solve the "hardware mute" problem wrt to sessions. We might have switches in config.xml to
enable the other session categories probably for this situation (something like PlayAudioWhenScreenIsLocked).

But for now, this is my proposal, have an option called "playAudioWhenScreenIsLocked", and
if not set, it defaults to true. This is the default behaviour currently with the API. To
enable use of the hardware mute, you would set this value to "false".
