Need to check that we are returning the right error codes and exhibiting correct behaviour
as per the [W3C Geolocation Spec|http://dev.w3.org/geo/api/spec-source.html#api_description].

First, add tests to mobile-spec and to cordova-js.

After that is done, we need to test across all of the cordova platforms.

Untagging platforms for now. First tests need to land in mobile-spec + cordova-js.
