Just ran into a test today on my Galaxy Nexus running 4.0.2 where it did respect the meta
viewport tag.  Since this is an upstream issue, and it's inconsistent, I'm going to close
this ticket as a "Unresolved" since we can't actually resolve this one.  The work-around I
added stopped working on my Galaxy Nexus, and I ended up pulling it out.
