I agree with Brian.

The Apache Cordova site should be about educating and fostering the Cordova
community. It should have concise and clear instructions on how to get
involved in the project.

A few ideas are:
  - Mailing List
    - How to read previous discussions
    - Subscribing and unsubscribing
    - How to start a new thread
  - Source Code
    - Getting access, downloading it, etc
    - Signing the CLA
    - Sending a patch
  - Wiki

Just a few ideas.
