Add proper support for meta user-scalable=no

                 Key: CB-110
             Project: Apache Callback
          Issue Type: Improvement
          Components: WP7
    Affects Versions: 1.2.0
            Reporter: Jesse MacFadyen
            Assignee: Jesse MacFadyen

Originally reported here:
this is not a PhoneGap issue as such, but something that hampers the effectiveness of PhoneGap
for WP7 development.

The WP7 browser supports user-scalable=no so that the user cannot zoom in on your application.
However, it does not support it very well! The user can still pinch / pan your application,
however, when the stop manipulating it snaps back to the original scale.

This destroys the illusion that the application is native - which is surely a primary goal
for any PhoneGap application.

Thanks, Colin E!
