I don't have enough information at this point to know whether or not separate controllers
are needed.  It would be nice if they weren't.  Perhaps we solve this in a slightly different
way.  Maybe we can have every node perform the duties of the current controller, but add a
way to disable certain nodes from serving data if dedicated controller processes are needed.

exist outside of a single shard cluster.  Controllers make the tables on each of the shard
clusters look like one large table space.
