I have added in the headers that I forgot.  Also there were 4 library files
that rat failed on.  I added them to the pom for excluding but wasn't sure
how to add them to the license file.  Guidance/help would be appreciated.
 Here are the files that I added to the exclude (License in parens):

contrib/blur-console/src/main/resources/org/apache/blur/console/webapp/js/angular.js
(MIT)
contrib/blur-console/src/main/resources/org/apache/blur/console/webapp/js/Chart.js
(MIT)

contrib/blur-console/src/main/resources/org/apache/blur/console/webapp/css/font-awesome.css
(MIT)

contrib/blur-console/src/main/resources/org/apache/blur/console/webapp/font/fontawesome-webfont.svg
(SIL OFL 1.1)
