New description:

 There are over 200 instances of word Trac in python strings. Large portion
 is in docstrings which we can leve as they are.
 Quite a few are actually strings intended for the uses in printouts, error
 messages, option descriptions and the like.

 All of them are potential candidates for whitelabling or simply have the
 word "Trac" removed. Instances where localization files should be used can
 be fixed at the same time.
