 The installer.py script does some trickery to pip install from a
 requirements file into a virtualenv. This forces a user who wants to use
 the script to install pip and virtualenv when there are other options.

 This approach will have the advantage that the new script should be able
 to drop all subprocess calls because it can use the
 {{{trac.admin.console.TracAdmin}}} class directly to run trac-admin
 commands.

 Use this ticket to:
  * Add a new script to wrap configuration based on installer.py without
 the installation phase
  * Get approval to remove the installer.py and update documentation.
