+1; binary artifacts are usually rolled after a source release has
passed a vote (the code is what's being voted on, not the binary).
That said, the LICENSE and NOTICE files look good for the binary
tarball. These should show up at the top level, with a DISCLAIMER
file:

Apache Oozie is an effort undergoing incubation at the Apache Software
