The any23 tool was used to invoke just the Rover (the URL metadata
while any23tools was used to invoke all the other Tools included Rover.
We just simplified the CLI merging all into any23

You mean: remove the banners into 'External Links' section in [0] into a
called 'history' or 'acknowledgements' as per ANY23-57?
