The ERROR: "Master key is not provided as a System property.." can be
ignored, the log level of that error should be debug so that it does not
show up during successful start.

Note: After successful you should see something like "************ Started
Action Manager ****************" as the last statement before agent
registration and heartbeat messages.

Also, look at /var/log/ambari-server/ambari-server.out file.
