This is because of checking that should be performed on repo URLs and we shouldn't bother validating repo URLs if the repo isn't going to be used by the user. The issue is: user will only setup repos for the OSs they are using, so the rest they will leave to public default repo URLs. Which in non-internet local install, we can't validate the repo URL so we have to give a way for a user to say "don't bother with this repo" and the checkbox does that.
