Currently, Ambari allows delete of a service component host only when it is in the MAINTENANCE
state (MASTERs and SLAVEs). It should be expanded to allow additional states where they can
be deleted as its not possible to transition to MAINTENANCE from all states. 

* INIT
* INSTALL_FAILED
* UNKNOWN (this is useful in the event of hosts being down)
* MAINTENANCE (this is assumed)
