Right now, We don't allow adding Ambari managed properties _(defined in Ambari web-ui)_ in
any custom configuration category. For example dfs.replication cannot be added in any custom
category as its a derived property for hdfs-site.xml

This is not a requirement/restriction as per Ambari web design. If dfs.replication is known
to be a derived property for hdfs-site.xml by web-ui, then ui should allow it to be added
in other custom categories like mapred-site.xml.

Also we should be able to add same custom property in different xml site.
