Andrii Tkach,
I tested out the patch on the cluster and made few changes on the top of the patch.
1) Explicitly setting _isRunning_ flag of the request/service in the background operations
controller to false when all of its task are over.
2) Enable security and disable security use same variable in the localDb to persist stage
information. So its essential that we set it to its default value "_undefined_" before starting
enable/disable security operation.
3) Patch didn't handled refreshes gracefully.
4) Even if a service with the same context is started from outside the wizard, we should start
the wizard polling on that context.
