    Description: 
If one host fails to register, we still run hosts checks against successful hosts and report
ok, which can be misleading.

We have 3 cases:
1. All host checks passed and no hosts failed to register. 
2. Some hosts failed to register. Out of all hosts that registered, all host checks passed.
3. Host checks failed.
Current problem is that the message is misleading for case 2 as we display "All host checks
were successful.” (same as case 1), with a green background.
I propose the following change:
Case 1, show the text:
"All host checks passed on X registered hosts. Click here to see the check results." on a
green background.
Case 2, show the text:
"All host checks passed on X registered hosts. Click here to see the check results.<br>Note:
Host checks were skipped on Y hosts that failed to register." on a green background.
Case 3, show the text:
"Some warnings were encountered while performing checks against the X registered hosts above.
Click here to see the warnings." on a yellow background.
