Here's the existing behavior of the "Install, Start and Test" page implement by step9_controller.js.

* There are two phases: Install phase and Start phase.
* The Install phase takes up the first third of the progress (when done, the overall/host
progress is 33%).
* The Start phase takes up the remaining two thirds of the progress.  When done, overall/host
progress goes up to 100%.
* The Web UI makes one API call to install the components on specified hosts, and another
API call to start them (when the Install phase is complete).
* If any master component fails to install, it's considered a fatal failure and the Install
phase errors out.  
* If any client component fails to install, it's considered a fatal failure and the Install
phase errors out.  
* If more than half of a particular slave component fail to install, it's considered a fatal
failure and the Install phase errors out.
* Upon Install phase failure, the overall progress bar goes 100% red.  The host that is source
of the failure turns red.  All host progress bars go 100%.
* Upon Retry, all the progress bars (overall and hosts) go back to 0% blue.
* It is possible that a host does not have any install tasks.  In this case, "Nothing to install"
is displayed for the host.  The host progress should be at 33% (note: current behavior sets
it at 0% I believe)
* Upon successful completion of the Install phase, the overall and host progress bars go to
34%.
* Upon successful completion of the Start phase, the overall and host progress bars go to
100%.  On hosts where all tasks succeeded turn solid green.  On hosts where warnings were
encountered turn solid orange.
* New for this JIRA: If a host does not have any Start task, it should go 100% solid green
immediately with "Success".
