There's a bunch of severe rendering problems that stem from the TxnProgressWidget periodically
polling its backend data source at fixed intervals, regardless of whether the previous fetch
is actually done.

Now that we have post-processors for fetchTxnProgress.php (buried deep within AMBARI-249),
this has become even more severe because our post-processing script potentially triggers background
jobs (that should run just once) more than once, so this needs to be fixed ASAP.
