Having multiple controllers running in parallel does not complicate
the architecture.  Live controllers are registered as ephemeral node
in ZooKeeper.  When a controller leave the controller pool, remaining
controllers are notified and pick up any remaining work left over by
terminated controller.  All operations are idempotent and embrace
ZooKeeper locking mechanism.  Please elaborate on what complicates the
architecture?
