Test case should cover it, but if you want to manually reproduce, shut down taskd, create notifications on two unrelated project with two non-site-admin users that don't have access to the other project, then start taskd and watch allura.log
for the "Skipping notification - User
… doesn't have read access
" message.
Before the fix, one of the two notifications (depending which gets triggered first) will be skipped due to the user for that notification not having access to the project for the other notification whose project is in c.project
After the fix, both should be dispatched.
