My understanding is given below:

Twister also deploys the bpel as web services and we
can see a list of bpel processes as web services in
AXIS URL.  Twister provides a wrapper (JSP and back
end) for us to send the message to the bpel process
end points where partner would interface with.  By
parsing the XML message, Twister wrapper formulates
the SOAP Message Envelope and sends it to the partner
end points.
