How do I use tr:panelPartialRoot?  Do I have to surround any PPR section
with this tag?  I am using tr:document now, but not trh:body.  What are
the general best practice uses of these tags?

you need:
-tr:document
-tr:panelpartialRoot
OR
-trh:body
