I suspect AGPL would prevent us form using Pelican unless we author all of the templates ourselves:

https://www.apache.org/legal/resolved

We had to take to comments out of our Doxygen file, for instance, because they were included
in Doxygen source files and not given an Apache-compatible license.

Does Pelican license the templates differently?
