Logically it's not necessary, but getting rid of it leads to having to also fix these:
* Tuple::DeepCopy() is not a const function
* ExecNode::EvalConjuncts() takes a TupleRow* and not a const TupleRow*
* ExprContext::Get*Val() take TupleRow* and not a const TupleRow*. These are called from EvalConjuncts().
