Tim Armstrong resolved IMPALA-5591.
-----------------------------------
       Resolution: Fixed
    Fix Version/s: Impala 2.10.0

IMPALA-5591: set should handle negative values

The parser didn't account for the possibility of negative
numeric literals.

Testing:
Added a test that sets a negative value. Query tests send the whole
"set" statement to the backend for execution so exercise the parser.

Ran core tests.

> Reproduction: Include the following code above a query in a .test file:
> {code}
> ---- QUERY
> set scratch_limit=0;
> select ....
> {code}
> The test will fail with an error like:
> {code}
> MainThread: Unexpected exception when executing SET SCRATCH_LIMIT=-1 : ImpalaBeeswaxException:
>  INNER EXCEPTION: <class 'beeswaxd.ttypes.BeeswaxException'>
> MESSAGE: AnalysisException: Syntax error in line 1:
> {code}
> The root cause is that the grammar for the set statement doesn't allow a negation.
> This doesn't affect impala-shell because it uses a different mechanism for query options.
