Dmitriy Pavlov resolved IGNITE-10094.
    Resolution: Fixed

Run all nightly was set up.

TC Bot triggers nightly run alls (now limited by 6 run-alls per 24h) 

TC Bot detects failures.

The scale factor was supported by a number of tests.

TC Bot saves scale factor used. Since V20190805 TC Bot can filter runs by the scale factor.
