Thank you for comments, I addressed them already - could you please take another look?

I added another test covering the case when servers from BaselineTopology leave and join again
- this scenario shows exactly the same behavior as with client nodes.

Regarding the test with race between owning partitions and changing BLT it seems tricky so
I'm still working on it.
