I have prepared a solution with will be allow to workarounded the issue.
All server nodes should add a JVM flag:

-DIGNITE_DISABLE_P2P_DEPLOYMENT_OWNERSHIP=3Dtrue
{code}
by default value is false (standard behavior).
It will not allow any server assign {{locDepOwner}} flag as true.
Look at upper PR.
