Backward compatibility implementation in progress. 
Used IgniteNodeAttribute to choose version of preloading.

Partially implemented case when new node join to old node. 
At logs I see that rebalancing finished, need to check it is true.

Left:
Implement backward compatibility & prepare to review.
Tune params of new impl to gain better default performance.
