LOL... you know what?  I didn't upload the DTDs...

The framework should use the DTD embedded in the JAR file, but if you're
using a weird parser or an external tool, it will fail.  Sorry.  I'll
upload  them now, and they'll propogate across the mirrors over the next 24
hours.
