Jakarta Commons Logging (JCL) must be in your classpath somewhere.  By
default, iBATIS will use JCL if it finds it.

If you want to force Log4j, then you'll need to tell iBATIS to use Log4j
even if it finds JCL.

This is documented on page 62 of the developer's guide.
