Are you using recent example code to learn it?
You are pointing to the wrong URL for the DTD;
<!DOCTYPE sqlMap PUBLIC "-//iBATIS.com//DTD SQL Map 2.0//EN"
"http://www.ibatis.com/dtd/sql-map-2.dtd">
