Easiest way would be to put it in the SQL using string concatenation. 
Depending on your database, you want something like


<isNotEmpty property="FirstName" prepend=" and ">FirstName like 
#FirstName#||'%'</isNotEmpty>


Or
<isNotEmpty property="FirstName" prepend=" and ">FirstName like 
#FirstName# + '%'</isNotEmpty>
