You can use the following code in your .htaccess file;

RewriteEngine on
RewriteMap lower int:tolower
RewriteCond ${lower:%{REQUEST_URI}} -U
RewriteRule [A-Z] ${lower:%{REQUEST_URI}} [R=302,L]
