Here is my latest, revised config file and it works. Thanks for all the
help, everyone.

<VirtualHost 192.168.15.4:80>
DocumentRoot /var/www/phreebooks
   ServerName billing.website.com
   <Directory /var/www/phreebooks/>
      Options Indexes FollowSymLinks MultiViews
      AllowOverride None
      Order allow,deny
      allow from all
   </Directory>
</VirtualHost>
