That configuration is for Apache 2.2.
Apache 2.4 has changed several things:
https://httpd.apache.org/docs/2.4/upgrading.html#run-time

In a nutshell, you need to find everywhere where it says:

> Order allow,deny
> Allow from all


and replace it with

> Require all granted
