The Redirect directive needs to go inside the VirtualHost stanza for 
your default HTTP virtual host, just like all of the other directives 
you have for that virtual host.

<VirtualHost *:80>
     # other directives that you already have
     Redirect /nagios https://domain/nagios
     # other directives that you already have
</VirtualHost>
