i have not tested your config, but just at a quick glance, i suspect you 
might have better luck using the "[P]" (for PROXY) option to 
RewriteRule, instead of [T] (which is TYPE).

As such:

   RewriteRule ^/website$    http://localhost/website/ [P]
   ProxyPassMatch    ^/website/(.*)$
