Although rewrite rules are syntactically permitted in
<Location><http://httpd.apache.org/docs/2.2/mod/core.html#location>and
<Files> <http://httpd.apache.org/docs/2.2/mod/core.html#files> sections,
this should never be necessary and is unsupported.

I think you should't use it inside a location
