Outside of location works because that's the right was to do it. It's  
worth thinking hard about *why* you need it in a location.

In a Location, the location (in this case, "/old") is stripped from  
the URI. It would do you a lot of good to enable the rewritelog and  
watch exactly what mod_rewrite thinks is happening.
