I went to the IBM site (http://www-03.ibm.com/systems/power/software/aix/li= nux/toolbox/ezinstall.html) downloaded and installed the libgcc RPM. Following that, I re-ran configure, and was able to successfully build apac= he. Seems like you're either missing part of gcc or the Apache build isn't able to find it.
