Subject [users@httpd] "Script GET /cgi-bin/foo" doesn't apply to all GET requests

The documentation at

http://httpd.apache.org/docs/2.2/mod/mod_actions.html#script

says that "Script with a method of GET will only be called if there are query arguments present."
 Is there any way to work around this limitation?  I would like a GET request for e.g.

http://example.com/user/foo

to be passed through to the specified CGI script irrespective of whether query arguments are
present or not.
