Not sure offhand, but maybe mod_evasive can help?

Subject: [users@httpd] connection/bandwidth limiting

Under 2.2, is there a way to limit number of connections per IP? Mod_bandwidth is for 1.3,
and mod_bw hasn't been updated since 2005. We're having a problem with leachers on a web
site and we would like to limit the number of connections.
