^^^^ This line isn't correct. I assume it is trying to say 'If requested
URI is like /photos/foo.jpg, then do not proxy it. I believe you will
need a space between the regular expression and the '!' eg:

ProxyPassMatch ^(/photos/.*\.jpg)$ !
