Yes, but because they are not "under" your current DocumentRoot, you 
will have to give them permissions, by using a <Directory> section, as 
follows :

<Directory e:/files>
   Allow from all
</Directory>

Warning: with the above, do not put anything under e:/files that you do 
NOT want users to see.
