Ok, found this in the main httpd.conf. The virtual servers are all
includes. So is it "safe" to comment this out? 

# forbid access to the entire filesystem by default
<Directory />
    Options None
    AllowOverride None
    Order deny,allow
    Deny from all
</Directory>
